The reason you need it is because your save has dlc elements saved on to it. I had to redownload them (even though I wasn't trying to access the DLC itself) before I could load my game. Later on, I deleted a few of the pieces (I can't remember which ones, but probably the Firewalker stuff and another one to save some HDD space) and my save wouldn't load because I didn't have all the DLC on my HDD, which I assume is the problem you're having). To clarify, I bought all the DLC, played lots of ME2. I don't know about ME3, but in ME2 I couldn't load up my save if I didn't have all the DLC installed, even on my own 360. I think this advice isn't 100% correct, so don't go transferring your licenses etc. The only way you could potentially fix it is to transfer your license to your brother's 360, but that's probably not advisable (and would also still require an internet connection), since if I'm not mistaken, you can only do those once per year. It normally wouldn't matter, since you'd be playing on your own 360 where it would recognize you have the license to the content, but since you're not on it, you need to have an internet connection while signed in with your profile. It happens because there's no way to verify that you're the owner of the DLC since there's no internet connection.
